Ha! Answered my own question. (I got on someone else's computer that was able to talk to the Royal York's page...And you have to pretend you're making a reservation to get the rates.)

Question 2: how do I find out which floors (and considering the problems last year, which PARTS of which floors) are permitted to have parties?
Question 3: is there any special convention rate for suites?
Question 4: are suites reserved through TorCon3's 'Reserve your Room' site, or are they reserved separately (as they were last year)?
Question 5: is there someone on the TorCon3 staff/committee who can answer my questions in a timely manner? If so, please point me at him/her.
